Trump Deploys National Guard to Los Angeles Amid Protests, Bypassing California Governor

Los Angeles, California — In a significant escalation of the federal response to civil unrest, California National Guard troops arrived in Los Angeles on Sunday, June 8, 2025, acting on direct orders from President Donald Trump.

Approximately 2,000 troops were deployed to the city, which has been grappling with ongoing protests spurred by federal immigration raids and enforcement operations.

The move marks a rare instance of presidential intervention in state affairs, representing the first time since 1965 that a U.S. president has deployed a state’s National Guard without a formal request from the state’s governor.

State-Federal Standoff

The decision immediately drew sharp condemnation from California Governor Gavin Newsom. Governor Newsom voiced strong objections, stating that the deployment was “not to meet an unmet need, but to manufacture a crisis,” and warned that the federal action would “escalate tensions” in an already volatile environment.

His opposition highlighted a deep rift between the state executive and the federal administration over handling the demonstrations and the broader issue of immigration enforcement.

The protests began on June 6th following a series of Immigration and Customs Enforcement (ICE) raids conducted in various areas of Los Angeles, including the garment district and a Home Depot located in Paramount.

These enforcement operations ignited public anger and prompted demonstrators to take to the streets, protesting the federal government’s immigration policies and actions.

Clashes and Confrontations

Since their inception, the protests have involved frequent clashes between demonstrators and law enforcement personnel. Eyewitness accounts and reports indicate that some protests saw participants resorting to throwing objects such as rocks and debris at authorities.

In response, law enforcement agencies have employed various crowd control measures, including the use of tear gas, flash-bang explosives, and pepper balls to disperse crowds and manage confrontations.

President Trump’s Justification

President Trump justified the deployment in a publicly released memo, in which he characterized the demonstrations as constituting “a form of rebellion against the authority of the government of the United States.”

The President’s order bypassed the traditional protocol of coordinating with state authorities, asserting federal prerogative to address what his administration viewed as a significant challenge to federal law and order.

Local Leadership Responds

Los Angeles Mayor Karen Bass also weighed in on the situation, emphasizing the fundamental right of citizens to engage in peaceful protest.

However, Mayor Bass also unequivocally condemned acts of violence and destruction that have occurred during some of the demonstrations, attempting to draw a distinction between legitimate protest and unlawful behavior.

The presence of approximately 2,000 National Guard troops under federal command introduces a new and potentially unpredictable element into the ongoing situation in Los Angeles. The federal intervention, bypassing state authority and meeting strong gubernatorial resistance, sets a precedent with uncertain long-term implications for state-federal relations and the handling of domestic dissent.
