The majority of the 50,000 new federal hires since President Trump took office have been allocated to roles within national security jobs, with Immigration and Customs Enforcement (ICE) receiving the largest share. According to Scott Kupor, the federal government’s human resources director, this influx of personnel aligns with the administration’s policy priorities, particularly concerning immigration enforcement and border security hires. This strategic hiring surge in specific sectors stands in contrast to wider hiring freezes and federal workforce changes occurring in other federal departments.

Ambitious Plans for US Federal Workforce Reduction

Parallel to these targeted hires, the Trump administration has outlined and begun implementing plans for substantial cuts to the federal workforce. Estimates suggest around 300,000 federal jobs could be eliminated or vacated by the end of 2025 or 2026. Office of Personnel Management (OPM) data indicates a reduction in the US federal workforce from over 2.3 million in late 2024 to approximately 2.29 million by March 2025, a trend expected to continue. These reductions are projected to achieve a significant decrease in the total US federal workforce size, aiming for figures around 2.1 million by late 2025. A substantial portion of these departures—around 80%—are expected to be voluntary, with the remaining 20% resulting from federal layoffs planned.

Elon Musk and Government Efficiency for the US Federal Workforce

Spearheading the initiative to streamline and downsize the federal bureaucracy is billionaire entrepreneur Elon Musk, who was appointed by President Trump to lead a project focused on workforce optimization. This effort, operating under the banner of the Department of Government Efficiency (DOGE), aims to reduce the size and improve the efficiency of the approximately 2.4 million-strong US federal workforce, which Musk has described as too large and inefficient. The DOGE initiative has been central to implementing large-scale reductions in force (RIFs) and encouraging voluntary departures, contributing to civilian workforce reduction.

Impact Across Agencies and Services within the US Federal Workforce

The administration’s downsizing efforts have touched numerous federal agencies and programs. While national security jobs have been bolstered, areas such as civil rights enforcement, tax collection (Internal Revenue Service), and clean energy initiatives have seen significant impacts. Other agencies affected include the Department of Education, the Small Business Administration (SBA), the Consumer Financial Protection Bureau (CFPB), the General Services Administration (GSA), the U.S. Agency for International Development (USAID), and the National Oceanic and Atmospheric Administration (NOAA). These cuts have raised concerns about the US federal workforce’s ability to provide essential services, affecting areas like weather forecasting, food safety, and health programs.

The stated rationale behind these sweeping changes includes making government operations more efficient, cost-effective, and aligned with the administration’s core priorities. However, these policies have also drawn criticism and faced legal challenges, with concerns raised about the potential damage to critical public services and the loss of institutional knowledge within the US federal workforce. Federal judges have intervened in some instances, ruling certain actions, such as mass terminations of probationary employees, as unlawful.

The dual approach of expanding certain national security functions while executing broad workforce reductions signifies a fundamental reorganization of the federal government under the Trump administration, the long-term implications of which continue to unfold.
