Harrisburg, Pennsylvania – A 38-year-old man from Harrisburg has been formally charged with terrorism, attempted homicide, and arson following an alleged attack on the official residence of Pennsylvania Governor Josh Shapiro over the weekend.

Authorities announced on Monday, April 14, 2025, that Cody Balmer faces grave charges in connection with the incident that occurred on Sunday morning, during which the Governor and his family were inside the mansion.

Details of the Alleged Attack

According to court documents made public on Monday, the incident involved Balmer allegedly gaining unauthorized access to the grounds of the Governor’s mansion by jumping a fence. Once inside, he is accused of using handmade Molotov cocktails to ignite a fire at the property.

The court documents further detail a chilling alleged plan by Balmer. He is accused of intending to physically assault Governor Shapiro with a hammer if he located the Governor within the residence.

Safety and Evacuation

Fortunately, Governor Josh Shapiro and his family were safely evacuated from the residence during the incident. Authorities have confirmed that no injuries were reported in connection with the fire and the alleged intrusion.

The presence of the Governor and his family inside the mansion at the time of the attack underscores the severity of the charges, particularly attempted homicide and terrorism, levied against the suspect.

Investigation and Motive

As of Monday, investigators have not publicly disclosed a specific motive behind the alleged attack on the Governor’s mansion. The investigation is ongoing, with law enforcement and other relevant agencies working to understand the full scope and intent behind Balmer’s actions.

The charges of arson, attempted homicide, and terrorism suggest that authorities view the incident as significantly more serious than mere vandalism, pointing towards potential premeditation and a deliberate targeting of the state’s chief executive.

Governor Shapiro’s Statement

Governor Shapiro briefly commented on the incident, mentioning a poignant detail about the timing of the attack. He stated that he and his family had gathered to celebrate the Jewish holiday of Passover just hours before the fire erupted. According to the Governor, this celebration took place in the very same room that was later set ablaze, adding a layer of personal impact to the already serious event.

Information regarding the alleged events, including the use of Molotov cocktails, the planned hammer assault, and details about Balmer’s alleged entry, is derived from court documents associated with the charges, as referenced in reports.

Legal Proceedings Begin

Cody Balmer, 38, of Harrisburg, was formally charged following the weekend incident. The charges of arson, attempted homicide, and terrorism carry significant legal penalties, reflecting the gravity of an attack targeting a state official’s residence and family.

The case is expected to proceed through the judicial system, with further details potentially emerging as court proceedings unfold. The charges of terrorism, in particular, indicate that prosecutors believe the alleged actions were intended to intimidate or coerce a civilian population or influence the policy of a government by intimidation or coercion, highlighting the profound implications of the case.

The incident has raised concerns regarding the security of public officials and their residences, prompting a review of existing security protocols.

The community in Harrisburg and across Pennsylvania awaits further information as the legal process against Cody Balmer commences, seeking clarity on the motives behind the alleged attack and the steps being taken to ensure public safety and the security of state leaders.
