Federal Troops Deploy to Los Angeles Amid Escalating ICE Raid Protests, California Files Lawsuit

Los Angeles, California – Tensions remained high in Los Angeles on Tuesday, June 10, 2025, as protests sparked by a wave of recent Immigration and Customs Enforcement (ICE) raids continued throughout the city. The situation escalated significantly with the arrival of federal military personnel, authorized by the Trump administration, a move that has drawn sharp condemnation and a legal challenge from California state officials.

The federal response involves a substantial increase in military presence. The Trump administration announced it is dispatching 700 U.S. Marines to the city. These troops are expected to arrive from nearby Camp Pendleton by Monday evening. In addition to the Marines, the administration is augmenting the National Guard contingent already present, sending an additional 2,000 National Guard troops. This deployment brings the total number of National Guard personnel in Los Angeles to 4,000. The administration stated the purpose of this troop deployment is to “crack down” on the ongoing protests [5].

State and City Opposition

The decision to deploy federal military forces has been met with fierce opposition from California’s leadership. The state of California has filed a lawsuit directly challenging the administration’s deployment of both National Guard and Marine forces to the state. California Governor Gavin Newsom described the action as a “blatant abuse of power” [5].

Los Angeles Mayor Karen Bass also voiced strong criticism of the federal government’s actions. Mayor Bass accused the administration of actively “fermenting chaos” within the city. She further characterized the federal response as using Los Angeles as a “test case for imposing authoritarian rule” [5].

Conditions at Detention Facilities

Amidst the crackdown and protests, advocates for immigrants have raised alarms about conditions at federal detention facilities. Reports indicate that more than 100 immigrants, who were recently arrested at federal court hearings, are being held in overcrowded cells at the ICE jail located at 26 Federal Plaza in Manhattan, New York [5]. These individuals are reportedly being forced to sleep on bathroom floors due to the lack of space [5]. This situation highlights broader concerns about the treatment of individuals apprehended during the recent ICE operations.

SEIU Leader Released on Bond

In a related development, David Huerta, the head of the Service Employees International Union (SEIU) in California, was released on bond on Monday, June 9th [5]. Huerta had been arrested by ICE on Friday [5].

Huerta faces a serious charge of conspiring to impede an officer [5]. If convicted, this federal charge carries a potential sentence of six years in federal prison [5]. Following his release, Huerta spoke publicly, calling for justice for all detained immigrants [5]. His arrest and subsequent release have become a focal point for labor and immigrant rights advocates monitoring the situation.

Escalating Tensions

The deployment of federal troops, coupled with the state’s legal challenge and ongoing protests, marks a significant escalation in the standoff between the Trump administration and California over immigration enforcement and public order. The arrival of Marines from Camp Pendleton adds a new dimension to the federal response, moving beyond the more commonly utilized National Guard in domestic situations.

The lawsuit filed by California is expected to test the legal boundaries of federal authority to deploy troops within a state without the explicit request or consent of the state government, particularly when state officials argue such deployment infringes upon state sovereignty and exacerbates civil unrest rather than containing it.

The situation in Los Angeles remains fluid, with the ongoing protests, the increased federal military presence, and the legal battle playing out simultaneously.
