The delegation, led by Democratic Representative Adam Smith, the ranking member of the House Armed Services Committee, included other members from both the House Armed Services and Foreign Affairs Committees, such as Representatives Ro Khanna and Chrissy Houlahan, and Representative Michael Baumgartner. A core objective of their visit was to address the significant deficit in direct military-to-military dialogue, which has been a growing concern for national security experts. “As a member of the Armed Services Committee, I’m deeply concerned that our two militaries don’t communicate more,” Smith stated in his opening remarks, underscoring the urgency of establishing and maintaining open lines of communication to prevent potential misunderstandings and de-escalate tensions.

Navigating a Complex Geopolitical Landscape

The visit occurred against a backdrop of significant geopolitical friction between the USA and China. Long-standing disputes over trade imbalances and American restrictions on semiconductor exports have been compounded by issues including China’s assertive claims in the South China Sea, its stance on the self-ruled island of Taiwan, and its support for Russia. Premier Li Qiang welcomed the delegation, characterizing the visit as vital for fostering greater bilateral cooperation and expressly called for more exchanges, stating it was “not only good for our two countries, but also of great significance to the world”.

Premier Li Qiang hailed the visit as an “icebreaking trip” intended to further the ties between the two countries. This sentiment was echoed by the U.S. lawmakers, who acknowledged the need for more frequent engagement after a considerable gap in formal congressional visits, which were halted by the COVID-19 pandemic. “We can both acknowledge that both China and the US have work to do to strengthen that relationship, which should not be, what, seven, six years between visits from the US House of Representatives,” Smith remarked, highlighting the importance of rebuilding these diplomatic bridges.

Beyond military dialogue, the congressional delegation also raised other critical issues such as fentanyl control, nuclear nonproliferation, and frameworks for artificial intelligence safety. This broader agenda reflects the complex interdependencies and potential areas for cooperation, even amidst significant disagreements. The lawmakers are scheduled to remain in China through Thursday, engaging in further discussions.
