Fatal Clashes Erupt in West Bengal Over Waqf Bill

Violent protests erupted in West Bengal’s Murshidabad district on Saturday, April 12, 2025, leading to the deaths of three persons. The unrest stemmed from opposition to The Waqf (Amendment) Bill. Disturbingly, two of the fatalities occurred during communal clashes, highlighting underlying social tensions exacerbated by the protests. A third individual, identified as 17-year-old Izaz Ahmed Sheikh, tragically succumbed to bullet injuries he sustained from police firing on Friday in the Suti area. Following the escalation of violence, Central Armed Police Forces (CAPF) were reportedly deployed to the affected regions to help restore order. West Bengal Chief Minister Mamata Banerjee publicly addressed the situation, asserting that The Waqf (Amendment) Bill would not be implemented in the state. She further accused certain political parties of deliberately misusing religion for political gain, suggesting the protests were politically motivated.

A significant development in India’s constitutional framework is anticipated as the Union Ministry of Home Affairs (MHA) is reportedly poised to file a review petition against a recent Supreme Court judgement delivered on April 8. This judgement addressed the contentious issue of Governors withholding assent to legislative Bills, ruling that judicial intervention is permissible if assent is withheld for an unduly long period. The court also prescribed a three-month timeline within which the President must act on Bills referred to the Centre by Governors. According to a senior government official, preparations are underway to challenge this ruling. Officials argue that the judgement imposes potentially rigid timelines that fail to account for complexities, including the possibility of Bills lapsing. The Supreme Court’s order on April 8 was a direct response to a petition filed in November 2023 by the Tamil Nadu government. The petition had challenged Governor R.N. Ravi for indefinitely withholding assent to ten Bills passed by the state legislature, bringing the constitutional relationship between elected state governments and gubernatorial powers under intense scrutiny.

International Stage: Global Shipping Tax and Ukraine Attack

On the international front, two distinct events drew attention: a landmark step towards decarbonizing global shipping and a concerning incident involving an Indian pharmaceutical company in Ukraine.

Landmark Carbon Tax on Shipping Approved by IMO

In a significant move towards tackling climate change, the world’s first global carbon tax specifically targeting the shipping industry was approved by the United Nations’ International Maritime Organization (IMO) in London. The vote took place on Friday, April 11, 2025, with India joining 62 other countries in voting in favour of the proposal. This agreement is a key component of the IMO’s Net-Zero Framework and is designed to substantially reduce greenhouse gas emissions from maritime transport while promoting the adoption of cleaner technologies across the sector. The tax mechanism will apply to large ships, specifically those over 5,000 gross tonnage, starting from 2028. Vessels exceeding defined emissions thresholds will be subject to fees that could reach as high as $380 per ton of CO₂. Projections indicate that this initiative could potentially generate up to $40 billion annually by 2030, with these funds intended to be reinvested into further decarbonizing the maritime sector. Notably, several oil-producing nations, including Saudi Arabia, Russia, and the UAE, voiced opposition to the measure. The U.S. delegation did not attend the vote.

Russian Missile Strike Targets Indian Firm’s Warehouse in Ukraine

Separately, a concerning incident occurred in Kyiv, Ukraine, on Saturday, April 12, 2025, when a Russian missile struck a warehouse belonging to the Indian pharmaceutical company Kusum Healthcare. The Ukrainian Embassy in India issued a statement following the attack, alleging that Russia had deliberately targeted Indian businesses. The embassy contended that this action directly contradicted Russia’s claims of a “special friendship” with India and resulted in the destruction of essential medicines. In response, Russia has denied responsibility for the strike, suggesting instead that Ukrainian air defence missiles may have been responsible for the fire that engulfed the warehouse.

Security Update: Fatal Gunfights in Jammu Region

Security forces in the Jammu region of India were engaged in anti-militancy and anti-infiltration operations on Saturday, April 12, 2025, leading to fatal exchanges in two separate locations. In these gunfights, two unidentified militants and one soldier were killed. The encounters took place in the Kishtwar and Rajouri districts. In Rajouri, specifically in the Keri Battal area of Sunderbani, a soldier identified as Subedar Chand lost his life while successfully foiling an infiltration attempt near the Line of Control (LoC). These operations underscore the continued security challenges faced in the region.
