Philippine Police Mobilize 7,000-Strong Force Following Interpol Notice for Duterte

MANILA, Philippines – The Philippine National Police (PNP) has elevated its alert status and is actively preparing to deploy a formidable force of at least 7,000 personnel across the archipelago. The large-scale mobilization is aimed at executing the potential apprehension of former President Rodrigo Duterte.

This significant development follows the issuance of a red notice by the International Criminal Police Organization (Interpol), signaling a request to locate and provisionally arrest an individual pending extradition, surrender, or similar legal action. While the specific details of the Interpol notice regarding Mr. Duterte were not immediately public, it is widely understood to be linked to the ongoing investigation by the International Criminal Court (ICC) into alleged crimes committed during his tenure.

Context of the ICC Investigation

The ICC has been investigating Mr. Duterte’s controversial anti-drug war, a campaign that resulted in thousands of deaths from 2016 to 2022. The court’s prosecutor initiated a formal investigation into alleged crimes against humanity, including murder, committed in the context of this campaign. Philippine authorities under President Ferdinand Marcos Jr. have maintained that the Philippines has a functioning justice system capable of handling such matters domestically and have refused to cooperate with the ICC probe, citing the country’s withdrawal from the Rome Statute in 2019.

Despite the Philippine government’s stance on non-cooperation with the ICC’s direct investigation activities within the country, an Interpol red notice, once issued based on an ICC warrant, circulates among member states. This places national law enforcement agencies, like the PNP, under pressure to act upon the notice if the subject is located within their jurisdiction.

Nationwide Security Measures

In anticipation of the need to locate and potentially arrest the former leader, Philippine security forces are implementing enhanced measures across the nation. A key focus is the securing of major entry points, including seaports and airports. Authorities are reportedly preparing for the possibility of Mr. Duterte’s return to the country. Although the former president’s exact whereabouts are not always publicly known, reports have previously placed him in locations such as Hong Kong.

Police planning involves strategic deployment to monitor and control movement at these critical junctures, aiming to prevent any attempt to evade potential law enforcement action upon entry into the Philippines.

Concentration of Efforts

Sources within the PNP indicate that efforts to locate and capture Mr. Duterte will be particularly concentrated in two primary areas: Metro Manila, the sprawling capital region and political center of the Philippines, and Davao, his long-time political base and home province in Mindanao. The deployment of the 7,000-strong force is expected to facilitate simultaneous operations or rapid response capabilities in these diverse and geographically significant locations.

Metro Manila presents challenges due to its dense population and complex urban landscape, while Davao, where Mr. Duterte served as mayor for decades before becoming president, is known for his deep-rooted political influence and support base. The substantial personnel allocation underscores the perceived complexity and potential sensitivity of an operation involving a former head of state.

Operational Preparedness and Implications

The heightened alert status for the PNP signifies increased readiness for potential operational requirements, including personnel availability, logistical support, and intelligence gathering. While law enforcement agencies routinely maintain states of alert, the specific mention of a 7,000-strong force dedicated to a single potential apprehension highlights the exceptional nature of this preparation.

The legal and political implications of an attempt to arrest a former president based on an international notice are profound for the Philippines. It could trigger significant domestic political tensions and test the relationship between the current administration and supporters of the former president. Furthermore, it brings the contentious issue of accountability for the anti-drug war back into the national and international spotlight.

The situation remains fluid as the PNP proceeds with its preparations following the Interpol red notice. The actions taken by Philippine authorities will be closely watched both domestically and by the international community, particularly by organizations monitoring human rights and international justice.
