MANILA, Philippines – The Philippine National Police (PNP) has elevated its alert status and is actively preparing to deploy a formidable force of at least 7,000 personnel across the archipelago. The large-scale mobilization is aimed at executing the potential apprehension of former President Rodrigo Duterte.

This significant development follows the issuance of a red notice by the International Criminal Police Organization (Interpol), signaling a request to locate and provisionally arrest an individual pending extradition, surrender, or similar legal action. While the specific details of the Interpol notice regarding Mr. Duterte were not immediately public, it is widely understood to be linked to the ongoing investigation by the International Criminal Court (ICC) into alleged crimes committed during his tenure.

Context of the ICC Investigation

The ICC has been investigating Mr. Duterte’s controversial anti-drug war, a campaign that resulted in thousands of deaths from 2016 to 2022. The court’s prosecutor initiated a formal investigation into alleged crimes against humanity, including murder, committed in the context of this campaign.
