WASHINGTON D.C. – Two former top officials from the Centers for Disease Control and Prevention (CDC) delivered stark warnings to senators this week, alleging that the nation’s public health system is drifting into a “very dangerous place” under Health and Human Services (HHS) Secretary Robert F. Kennedy Jr. and his team of advisers. Susan Monarez, who was abruptly fired as CDC Director after just 29 days, and former Chief Medical Officer Debra Houry, who resigned after a decade, testified that scientific integrity has been sidelined, and critical health decisions are being influenced by ideology rather than evidence.

Former CDC Officials Detail Turmoil and Pressure

In a fiery congressional hearing on Wednesday, September 17, 2025, Monarez and Houry described an environment of “extraordinary turmoil” within the nation’s leading public health agencies. Monarez, whose tenure as CDC Director was exceptionally brief, recounted being pressured by Secretary Kennedy to “rubber stamp” recommendations from an influential vaccine advisory panel without scrutinizing the underlying scientific data. She stated that she was told to either comply or resign, leading to her dismissal. “I built a career on scientific integrity, and my worst fear was that I would then be in a position of approving something that would reduce access to life-saving vaccines to children and others who need them,” Monarez told the Senate HELP committee.

Houry corroborated these accounts, describing how Secretary Kennedy and his political appointees repeatedly rebuffed data supporting vaccine safety and efficacy. She noted that the nation’s health agencies were experiencing “science censored, processes politicized, and transparency curtailed” under his leadership. Houry also detailed instances where crucial CDC guidance, such as changes to COVID-19 vaccine recommendations, were communicated via social media posts, bypassing established scientific review processes. “CDC scientists have still not seen the scientific data or justification for this change,” Houry testified.

Central to the testimony were allegations that Secretary Kennedy actively undermined the CDC’s scientific independence. Monarez stated that Kennedy had demanded she dismiss senior career officials responsible for vaccine policy without cause and pre-approve recommendations from the Advisory Committee on Immunization Practices (ACIP). This panel, which guides national vaccine policy, has recently undergone a significant overhaul, with Kennedy reportedly replacing all 17 original members with individuals who have openly questioned the science behind established vaccines.

Houry expressed deep concern over the composition of the new ACIP, noting that many appointees lacked the necessary expertise in infectious diseases and clinical trials, while others had a history of promoting vaccine skepticism. The implications of these changes are significant, as ACIP recommendations influence insurance coverage and access to vital immunizations for American children.

The Specter of Resurgent Preventable Diseases

Both former officials warned that the current trajectory puts the national health system at risk of seeing preventable diseases make a dangerous comeback. Monarez specifically cited the potential return of illnesses like polio, measles, diphtheria, and whooping cough, which have been largely contained for decades due to robust vaccination programs. This warning comes as national vaccination rates have been declining, creating vulnerabilities in herd immunity.

“Due to the secretary’s actions, our nation is on track to see drastic increases in preventable diseases and declines in health,” Houry stated, emphasizing that “the problem is not too much science, but too little”. The potential consequences include unnecessary illness and death, particularly among children who are most vulnerable.

Calls for Accountability Amidst Broader Health Concerns

The testimony has drawn sharp criticism from various medical organizations. The National Medical Association (NMA), representing Black physicians nationwide, has called for the immediate removal of Secretary Kennedy, citing his “dangerous spread of misinformation” and “rejection of science-backed vaccines” as an “existential threat to the health and safety of every American”.

Secretary Kennedy, who was sworn in as HHS Secretary on July 31, 2025, and previously led the environmental nonprofit Waterkeeper Alliance and co-founded Children’s Health Defense, has a history of questioning vaccine safety. He has publicly denied pressuring Monarez for pre-approval of vaccine recommendations but has acknowledged demanding firings. Despite these denials, the testimonies from Monarez and Houry paint a picture of a public health agency grappling with internal conflict and a potential departure from evidence-based practices.

The revelations have raised profound questions about the future of American public health, emphasizing the critical need for transparency, scientific integrity, and trust in the institutions tasked with protecting the nation’s well-being.
