Trump Administration Halts Over $800 Million in DOJ Justice Program Grants Amid Declining Crime Rates

Washington, D.C. — In a significant move impacting federal support for public safety initiatives across the United States, the Trump Administration terminated 373 grants from the Department of Justice’s Office of Justice Programs (OJP) in April 2025.

The grants, initially valued at approximately $820 million, represent a substantial portion of federal funding directed towards state and local efforts aimed at combating crime, supporting victims, and enhancing the justice system.

Scope of the Funding Reductions

The cuts span a wide array of critical areas within the justice and public safety sectors. Among the impacted categories are programs dedicated to violence reduction, policing and prosecution, victims’ services, juvenile justice, substance use and mental health treatment, corrections and reentry initiatives, justice system enhancements, and research and evaluation activities.

Funding specifically designated for policing and prosecution programs was reduced by $71.7 million as part of the termination. This area encompasses resources vital for law enforcement operations, training, and efforts to effectively bring criminal cases to court.

Beyond policing, the terminations affect programs supporting individuals harmed by crime (victims’ services), initiatives addressing youth involvement in the justice system (juvenile justice), and resources for tackling addiction and mental health issues often linked to criminal behavior.

Support for correctional facilities and programs designed to help individuals reintegrate into society after incarceration (corrections and reentry) also saw cuts. Furthermore, grants intended to improve the efficiency and effectiveness of the broader justice system (justice system enhancements), as well as funding for crucial analysis and data collection (research and evaluation), were terminated. These reductions collectively impact a broad spectrum of state- and local-level public safety functions.

Specific Programs Affected

While the cuts were widespread across OJP’s portfolio, specific programs cited as being affected include funding for training and technical assistance related to Project Safe Neighborhoods and the Violent Crime Reduction Roadmap.

Project Safe Neighborhoods is a nationwide initiative that brings together federal, state, local, and tribal law enforcement officials, prosecutors, and community leaders to identify the most pressing violent crime problems in a community and develop comprehensive solutions to address them. The termination of training and technical assistance funding could potentially hinder the implementation and effectiveness of this collaborative program in various localities.

Similarly, the Violent Crime Reduction Roadmap involves strategies and resources aimed at reducing violent crime. Cuts to technical assistance for this initiative could impact jurisdictions relying on federal guidance and support to implement these crime reduction strategies effectively.

Context of National Crime Trends

The funding terminations come at a notable time for national crime statistics. The nation experienced a significant decline in violent crime rates in 2024, with figures dropping to pre-pandemic levels or even lower in some areas. This downward trend continued into early 2025.

However, the progress in reducing violent crime rates remains uneven across the country, with some communities still grappling with elevated levels of specific crimes. The decision to terminate substantial federal funding for justice programs, including those directly targeting violence reduction and policing, occurs amidst this complex and varied landscape of public safety outcomes.

Analysts note that federal grants from the Office of Justice Programs often provide critical support for evidence-based practices, innovative programs, and essential resources that state and local governments may struggle to fund independently. The long-term impact of terminating grants valued at approximately $820 million across such diverse and critical areas of public safety remains a subject of considerable attention among justice system stakeholders and communities nationwide.
