Trump Administration Ousts Majority of US Peace Institute Board Amid DOGE Staff Arrival

Washington, D.C. — The Trump administration has significantly restructured the leadership of the U.S. Institute of Peace (USIP), an independent, non-profit organization established by Congress and dedicated to the critical work of conflict resolution and peacebuilding globally.

The move, which saw the removal of most members from the institute’s board of directors, is understood to be part of a broader initiative targeting foreign assistance agencies. This effort stems from a February 2025 executive order issued by President Donald Trump, aimed at reducing the size and scope of the federal government.

Staffers From New Government Efficiency Department Enter Headquarters

The situation escalated on Monday, March 17, 2025, when staffers from Elon Musk’s Department of Government Efficiency (DOGE) reportedly entered the U.S. Institute of Peace’s Washington headquarters. According to reports, their entry was facilitated by police assistance, occurring after the staffers had previously been turned away from the premises.

This arrival followed swiftly upon actions taken by the three remaining members of the USIP board. On Friday, March 14, 2025, Defense Secretary Pete Hegseth, Secretary of State Marco Rubio, and National Defense University President Peter Garvin fired the institute’s President and CEO, George Moose. They subsequently appointed Kenneth Jackson as the acting president.

White House Cites “Noncompliance” for Removals

White House spokesperson Anna Kelly addressed the administration’s actions, stating that 11 board members were removed due to “noncompliance” with President Trump’s February 2025 executive order.

Sources close to the administration suggest the removals and the involvement of the Department of Government Efficiency are intended to streamline operations and ensure alignment with the president’s directive to curb federal spending and bureaucracy, particularly within entities receiving taxpayer funding, even those with independent status.

USIP Officials Vow Legal Challenge

Officials at the U.S. Institute of Peace, including former President and CEO George Moose, have strongly contested the administration’s actions. They argue that the institute’s unique status as an independent entity, established by Congress to provide non-partisan analysis and resources for peace efforts, renders the administrative takeover illegal.

In response to the board removals and the leadership change, USIP officials have vowed to pursue legal action to challenge the validity of the administration’s intervention and defend the institute’s autonomy and mission. They maintain that the institute’s work is vital for U.S. foreign policy interests and that its independence is crucial for its credibility and effectiveness on the global stage.

The standoff highlights growing tensions between the Trump administration’s push for government reduction and the role and autonomy of established federal entities and Congress-funded organizations involved in foreign policy and international development. The legal challenge is expected to center on the interpretation of USIP’s charter and its relationship to executive branch authority under the new executive order.

The future leadership and operational independence of the U.S. Institute of Peace remain uncertain as the situation develops and potential legal proceedings commence.
