The Federal Bureau of Investigation (FBI) has released a comprehensive special report detailing significant trends in gang activity across the United States between 2021 and 2024. Titled “Gang Activity, 2021-2024,” the report, published on September 8, 2025, on the FBI’s Crime Data Explorer, highlights an alarming prevalence of violent offenses and a concerningly young age demographic among offenders involved in these crimes. This data is crucial for understanding the evolving landscape of gang-related crime and informing Justice initiatives aimed at public safety.

The report, compiled from law enforcement-submitted data through the National Incident-Based Reporting System (NIBRS), indicates that over 69,000 incidents involving gang activity were reported nationwide from 2021 to 2024. A substantial portion of these incidents, more than half, were comprised of serious violent crimes. These included murders, aggravated assaults, rapes, and robberies, underscoring the violent nature of the gang activity documented. This data is now accessible through the FBI’s Crime Data Explorer, providing a vital resource for researchers, policymakers, and law enforcement agencies.

A Disturbing Youth Demographic in Offender Data

One of the most striking revelations from the report is the age of the offenders. The data points to a significant number of perpetrators being between the ages of 13 and 16. This finding suggests a growing trend of younger individuals becoming involved in gang-related criminal enterprises. Furthermore, the report notes that victims and offenders in these incidents often had pre-existing relationships, indicating a degree of familiarity within these criminal networks. Initiatives such as the Safe Streets Task Forces, the National Gang Intelligence Center (NGIC), and Transnational Anti-Gang (TAG) Task Forces are central to this mission. The NGIC, established in 2005, integrates gang intelligence from federal, state, and local law enforcement to share timely and accurate information. The FBI emphasizes that accurate and timely data reporting from law enforcement agencies is vital to combating violent crime effectively. The Uniform Crime Reporting (UCR) Program, which includes the NIBRS, has been a cornerstone for generating reliable crime statistics for law enforcement, criminal justice students, researchers, and the public since 1930.

Gang activity is a persistent challenge in the American landscape. Reports suggest that tens of thousands of violent street gangs, motorcycle gangs, and prison gangs are actively involved in criminal enterprises across the U.S.. These groups often engage in a range of illegal activities, including drug and gun trafficking, human trafficking, and fraud, using violence to maintain control and profit. Transnational gangs, such as MS-13 and 18th Street gangs, continue to expand their influence, frequently recruiting younger members. Previous analyses have indicated that gang-related homicides constitute a significant percentage of all homicides, particularly in densely populated urban areas. The FBI actively works to counter these threats through various task forces and intelligence centers designed to track, investigate, and prosecute gang members and their organizations.
